Steamboat City Council Votes To Suspend Linkage Requirements for Affordable Housing

In its second narrow vote, last week the Steamboat
City Council voted to suspend linkage requirements
for developers to mitigate affordable housing. Linkage
requires developers to mitigate a percentage of
workforce housing requirements by creating workforce
housing or paying a fee in-lieu for the building
of the housing. The vote came after months and
years of discussion has to whether the Steamboat
inclusionary zoning and commercial linkage requirements
were too stringent, and did not achieve additional
affordable housing as had hoped.
